No. All SX models had the cutout bumper.
However, prior to February 25, 1970, any Cutlass could be ordered with a 455 V8 with a 2 bbl carburetor (option L33). The SX option (Y79) cost $10.53 and included two fender SX badges, a cutout rear bumper, and two exhaust trumpets. The option was available only if the car had a 455 - an L33 (prior to February 25, 1970) or an L31 (after February 24, 1970) or a W32 (available all year), Turbo Hydra-Matic 400 transmission, dual exhaust, and optional wheel covers or specialty wheels (SSI or SSII).
There are Cutlass Supreme, Cutlass S, and Cutlass models that were built prior to February 25, 1970 that had the 455 (L33 only), standard rear bumper, and no SX badging.

But you could order a 455 2 barrel in a regular cutlass so there are some of those out there that would not have notched bumper and also would not have SX emblems (unless someone added them later).

There shouldn't be as the notched rear bumpers were part of the Y79 SX Performance Package.
